I’m not sure I would agree with that. Did the entire interstate highway network have all funding in hand beforehand to build it lock, stock and barrel from the get-go? I don’t think so. Some parts got built obviously, but there were also places where there were gaps, like on Interstate 10, for example, between Buckeye and Phoenix, Arizona to its east. Eventually that gap was filled thus enabling travel on the Interstate pavement that replaced the bypass portion. Why should high-speed rail be required to have all of the money in hand to build out the entire project in one fell swoop, when the interstates get a pass in that same sense?

I believe as U.S. Rep. Seth Moulton from Massachusetts does, that “‘[o]nce the first project gets built it will be easier to get bipartisan support,’ he contends.” That I do agree with!!
